Many of the evil factions have the same disadvantages with intolerance from their own race that they do with order factions. I think the other issue that frequently leads to the order super friends coalition is that they generally have way less difficulty with diplomacy period than their evil counterparts. They are working on that, but the reason you state isn't the only reason, dwarfs get there asses kicked in the start of the campaign by the greenskins, but the problem is the Dwarfs have an insane AR value, so they can take the push, until they get there good stuff and push the orcs back, this will likely be helped by the greenskins update that will be coming with a month or 2, bretonnia I really feel like only becomes strong because it gets to fight up against norsca, which is particularly weak, and some minor powers around the coast, I've never seen them push from that area, so I think Dogs of war would be a great way to contest them, empire is 100% confederation problem, I think giving the AI the confederation timer, would help keep them at a fair strength, though I think having some randomization on how much cheats the AI will get at the start of the campaign would be what makes it the most varied, and fun experience, having some control over the cheats could be a good way to handle campaign difficulty, but I can't say for certain
